The global automotive landscape is bracing for a massive shockwave. Volkswagen, the world’s second-largest automaker, is reportedly preparing to execute the most aggressive downsizing in its 89-year history.
According to German business publication Manager Magazin, CEO Oliver Blume has presented a radical new restructuring strategy titled the Group Target Picture for 2030. The plan outlines the elimination of up to 100,000 jobs worldwide and the potential closure of multiple domestic manufacturing plants.
This new strategy represents a massive escalation from VW's previous cost-cutting targets. Just a few months ago, the automaker shocked the industry by announcing 50,000 job cuts by 2030. This updated proposal doubles that figure.
Workforce Impact: The 100k job cuts represent roughly 15% of Volkswagen’s global workforce of 667,164 employees.
German Vulnerability: Because 43% of VW's total workforce is concentrated in Germany, the political and social fallout in its home market will be immense.
Investment Reductions: Capital expenditure will be slashed by 15%, lowering the company’s five-year spending budget to just over 130 billion euros.
Rather than abrupt, immediate shutdowns, Volkswagen plans to gradually wind down production at the targeted facilities as current vehicle models reach the end of their production lifecycles.
The four German manufacturing plants currently on the chopping block include:
Brand Facility Location Volkswagen Hanover, Germany Volkswagen Zwickau, Germany Volkswagen Emden, Germany Audi Neckarsulm (Baden-Württemberg), Germany
The Labor Conflict: This move places CEO Oliver Blume on a direct collision course with Germany's powerful labor unions. A collective bargaining agreement signed in 2024 explicitly guaranteed job security and ruled out any German plant closures until 2030.
The overhaul extends far beyond layoffs. Blume and CFO Arno Antlitz are aiming to spin off the core Volkswagen brand and its components manufacturing division into entirely separate, independent legal entities. This corporate unbundling is designed to pave the way for potential future stock market listings, demanding strict financial accountability from individual business units.
Volkswagen's historic retreat is driven by an accumulation of severe global headwinds that squeezed its profit margins—causing a staggering 54% drop in pre-tax earnings in 2025.
The China EV Slump: For decades, China was Volkswagen’s primary profit engine. Today, local electric vehicle juggernauts—most notably BYD—are aggressively eating away at VW's market share with cheaper, software-advanced models.
US Trade Barriers: Strict, punishing tariffs implemented by the current US administration have dramatically inflated the costs of doing business and importing vehicles into the American market.
While the parent company faces an existential crisis in Europe, its operations in India present a completely different narrative.
Managed under Skoda Auto Volkswagen India, the regional business experienced a remarkable 36% year-on-year growth, delivering 1.17 lakh units in 2025. The group currently holds a 2.5% market share in India, with aggressive plans to double that figure to 5% by 2030.
Because the Indian business operates on a highly localized manufacturing platform, it remains heavily insulated from the operational bloodbath happening in Germany. Product development and local investments are proceeding as planned.
When a titan of Volkswagen’s scale is forced into survival mode, it sends a sobering message to the entire automotive sector.
The immense challenge of transitioning to software-driven electric vehicles while maintaining traditional profitability is no longer a distant hurdle. For the world's legacy automakers, the clock has officially run out, and the crisis is happening right now.
